Participants are the District Director, Program Quality Director, Club Growth Director, Public Relations Manager, Administration Manager, Finance Manager, Division Directors, Area Directors, Club Presidents, and Club Vice Presidents Education. All members are allowed to attend the District Council meetings, but only District Council members may participate or vote.
The starting time is: 10:00 AM – 11:30 AM EST.
All motions in the DEC committee are subject to approval by the District Council. Therefore, the motion passed by the District Executive Committee (“DEC”) will be introduced for approval by the District Council. The Admin Manager, speaking for the District Executive Committee will introduce a motion that the additional Speech Contest be a Table Topics Contest, because that was the result of the DEC deliberations. There will be debate on that motion, followed by a vote. If that motion fails, then we will do choice voting, as was done in the DEC meeting. The District Council will have to vote to choose among Table Topics, Evaluation, Humorous and Tall Tales contests.
For a virtual meeting, no proxies are allowed EXCEPT that:
A club President make also carry the proxy for the club Vice President Education OR
A club Vice President Education may carry the vote for a club President.
If you send someone in your place for a vote you carry as an Area Director, he/she cannot carry your proxy.
You are correct. You can pick any member, because unlike the DEC meeting, the District Council meeting is open to ALL club members, EVEN IF they are not a member of the District Council. The District Council is the DEC PLUS club Presidents and club Vice President Education.
